The Xoshanii family was among the Orion families that acquired a number of surplus Klingon D-16s and made an attempt to emulate the design. At the time of acquisition, the hulls were quickly copied and a number of designs were created based on the basic components. A combination of OWD-2 and OID-3 engines were selected for the primary power plant. While not especially powerful, this combination were easily serviceable. The weapon arrangement from the Wanderer class was chosen to ensure ease of construction and rapid deployment.

As the construction process continued, certain limitations of the hull design meant that less powerful shields than those originally planned were installed. Enhancement to the superstructure were incorporated to the design as well as an enlarged cargo capacity. Design of the living spaces were designed to suit Orion tastes, making the Barracuda a popular ship with several family lines.

The final fielded design had the same cargo capacity as the Wanderer, similar speed and combat capabilities. The Barracuda proved less popular than the Wanderer class due to its lower superstructure strength and less efficient shields. Only 17 A-1s were ever built, with even fewer A-2s fielded.

The disposition of these vessels is unknown, with limited reports indicating that at least 3 or more are still in active service far from the mainstream of established civilization. At least one was spotted during the Dominion War, but its capacity and mission were unknown. It is likely that these vessels have been significantly modified, but intelligence reports indicate that no standard improvement or modifications have been done at known Orion shipyards.
