In 2284 the Ambassador to Earth informed the Klingon High Command that the Federation was working on a transwarp project. Many in the High Council realized that the Klingon Empire was falling even farther behind their enemies in the technological race. Many realized that the Empire must catch up to the capabilities of the Enterprise Class and contemporaries.. The L-20 and L-24 battleships were a start; however, designers knew that the Empire would never be able to build these classes in sufficient numbers sufficient to keep up. Many felt that the empire should maintain it’s course of overwhelming the Federation in sheer numbers rather than technology.

As part of this philosophy, plans were drawn up to convert the G-8 transport to a warship. Relieved of her cargo pod, the design was small and maneuverable. They design was intentionally limited to a Class VIII vessel to ensure that the mass produced KWC warp drive could be used. The ZD-6 was also used do to it’s availability and established capabilities.

Klingon designers took the wings from the standard G-8 and swept them back for maneuverability and protection. This new configuration meant that the engines would not be vulnerable in the anticipated forward attack common to Klingon strategy. The wing supports were reinforced and the engines moved slightly closer to the vessel. The powerful and fast KWC-3 power plant was installed along with the most powerful impulse engines in the Klingon inventory at that time – the KIF-2.

When first deployed, the D-25 was used as bait ship along the Romulan border to draw in unsuspecting enemies that most likely believed they were facing un-escorted G-8 transports. Unescorted Klingon transports were not unheard of with the empire having limited numbers of front-line escorts. Fleet commanders even went so far as to use detachable pods to create the illusion that the D-25 were carrying goods. In nearly every instances, the unwary attackers were dispatched before they could raise the alarm. Romulans, Orions and denizens of the Triangle all fell victim to the tactic for years. The ruse continued to be successful until a Romulan Admiral in a V-30 cruiser sent in his destroyer escort ahead to disable a D-25, hoping for a quick capture. He watched aghast as his escorts were quickly and efficiently destroyed. The Admiral was able to cloak and escape. Despite the Romulan commanders escape, unescorted G-8’s continued to benefit long after the confrontation.

Initial hopes were to produce up to 300 D-25s and deploy them throughout the Triangle area. Expectations of a yearly production rate of 35 never materialized. The destruction of Praxis forced the cancellation of the D-25 project, with only 96 were completed. Despite their combat mission, only 1 D-25 has been scrapped. 3 are listed as missing and are belied to be with the IKS, although this has not been confirmed. In late 2352, 50 of these hulls were sold to the Ferengi. The remaining 42 are still in reserve status. 15 reserve vessels were reactivated during the Dominion war, but served as support vessels deep within the empire. They have since returned to Reserve Status and no plans are in the works to upgrade or update these vessels

The class is named the Klingon Ql’val which translates to Swift Victor.
